Protection or predation? Understanding the behavior of community-created self-defense militias during civil wars

During civil wars, some communities raise self-defense militias to protect themselves from insurgent predation, but these can end up mutating into predatory organizations. The extant literature has focused chiefly on the propensity of state-created and mostly overlooked why community-created segue organizations while others eschew predation altogether. This study explains this phenomenon, drawing in-depth interviews with active members two (Ahlu Sunna Waljama’a Macawiisley) in Somalia. In doing so, sequential mechanisms (sponsorship mobility) that determine behavior are introduced. Self-defense conduct offensive operations engage behavior, irrespective whether they sponsored locally or have external patrons. Externally attract opportunistic recruits become motivated by material benefits, community-sponsored instrumentalize their position settle old scores against rival communities. By contrast, restrict defensive activities typically recruit dedicated homegrown members, regulated community-managed accountability prevent abusive behavior. community control remains crucial for militias, who must balance patrons’ strategic aims local objectives.
